Trump reposts a message urging Congress to require proof of citizenship and photo ID to register and vote in federal elections.
WASHINGTON D.C. — Donald J. Trump elevated a call to require documented proof of U.S. citizenship for federal voter registration by reposting a message backing the SAVE Act, a bill mandating birth certificates or passports and photo identification to register and vote.
The reposted message, credited to the account Matt @Unclebarney1966 in reply to @BasedMikeLee, framed the measure as a standalone bill with “no pork no promises no deals.” It proposed making the required documents free through no-cost certified birth certificates, citizenship-marked IDs, mobile units in rural areas, and assistance for the elderly and disabled.

This is the first message released by Trump today. On average, Trump produces about 16 posts per day since his inauguration on January 20, 2025.
The move fits a broader pattern in Trump’s recent messaging, with 98 of his 473 posts over the last 30 days focused on elections.
The stakes divide sharply. Supporters argue documented proof of citizenship protects the integrity of federal elections and deters ineligible voting. Opponents counter that new documentation requirements burden citizens who lack ready access to birth certificates or passports, a concern the reposted message tries to blunt by proposing free documents and outreach for rural, elderly, and disabled voters.
The SAVE Act, formally the Safeguard American Voter Eligibility Act, would require states to obtain documentary proof of citizenship when registering voters for federal elections. The House passed a version of the measure in earlier sessions, but it stalled in the Senate, where broad support must overcome procedural hurdles.

Federal law already prohibits noncitizen voting in federal elections, and studies of past elections have found such cases to be rare. The debate turns instead on whether documentary proof at registration is necessary and on the practical costs it imposes on eligible voters.
For the average U.S. reader, the proposal would change how people register to vote. Voters could face a request to present a birth certificate, passport, or citizenship-marked identification, requiring some to locate or obtain documents they may not currently hold.
This has happened before. States including Arizona and Kansas enacted proof-of-citizenship requirements for voter registration in prior years. Those laws drew court challenges that narrowed or blocked their application to federal registration forms.
The next decision rests with Congress, where the Senate must take up the SAVE Act for it to advance. A date for a floor vote has not been announced.
Proof-of-citizenship fights have shaped American elections before. In 2013, the U.S. Supreme Court ruled in Arizona v. Inter Tribal Council of Arizona that the state could not demand documentary proof of citizenship on the federal registration form. The 7-2 decision limited how far states could go. The ruling left the broader question to Congress, setting up the very legislative battle now unfolding around the SAVE Act.
