— InSynergy Engineering Inc., a Honolulu mechanical and electrical engineering firm with about 80 employees, received a $30 million Navy contract to study utility systems across the Pacific, as announced on war.gov.

The firm-fixed-price, indefinite-delivery contract covers architect-engineer services for utility system studies through August 2031. Work spans Japan, which accounts for half the effort, along with Hawaii, Guam, the continental U.S. and sites in the Philippines, Australia, Diego Garcia and Singapore. The Navy obligated $10,000 in fiscal 2026 operations and maintenance funds to guarantee the minimum, according to war.gov.

InSynergy provides interdisciplinary consulting for mechanical, electrical, fire protection and telecommunications engineering across Hawaii and the Pacific Basin, according to acechawaii.org. The company keeps licensed mechanical, electrical and fire protection engineers under one roof to deliver coordinated designs, according to topengineeringcompanies.com. Its principals include Joel P. Yuen, Barry Jim On and Garret Masuda, and its office sits on Bishop Street in downtown Honolulu, according to acechawaii.org.

The Navy gains a ready pool of engineering talent for base utilities stretching from Pearl Harbor to Guam. InSynergy gains a five-year revenue anchor and a foothold on large overseas installations. Rival Hawaii firms that bid lost the chance at recurring task orders, since the contract drew three offers through the sam.gov website, according to engineerson.com.

The award marks the largest contract ever handed to InSynergy, surpassing its previous record of $9.9 million, according to firestore records. It is the company’s first contract of 2026 and lifts its yearly total to $30 million. The deal ranks as the 12th Department of Defense contract awarded in Hawaii during 2026.

The scale sits well within Navy norms for the year. It falls between the 2026 Navy portfolio’s year-to-date minimum of $9 million and its maximum of $8 billion, a spread that shows how a single Pacific utility study still trails the service’s biggest shipbuilding and weapons deals. The Pentagon issued six Department of Defense contracts nationwide on August 3, 2026.

Utility system studies rarely reach households directly, yet they shape the reliability of water, power and fire protection at bases that anchor U.S. forces in the Pacific. Steadier base infrastructure supports readiness in a region the Pentagon calls its priority theater, and it channels federal spending to a local small business rather than a mainland giant.

This kind of award has happened before for the Navy, which routinely competes multiyear architect-engineer contracts across the NAVFAC Pacific area of responsibility. What sets this one apart is its size relative to the winner, tripling InSynergy’s earlier high-water mark.

NAVFAC Pacific at Joint Base Pearl Harbor-Hickam serves as the contracting activity and will issue future task orders, funded primarily by operation and maintenance dollars. A schedule for the first task order under the deal has not been announced.

Military engineering has bound Hawaii to the Pentagon for more than a century, as happened before the islands became a state. The Army Corps of Engineers dredged Pearl Harbor’s channel between 1902 and 1919 to admit battleships, and the base absorbed the attack of December 7, 1941, that killed more than 2,400 Americans. Postwar reconstruction rebuilt those utilities and cemented Oahu as the hub of Pacific naval power, a role that keeps drawing federal contracts to local firms today.

This contract represents the 1st contract awarded to InSynergy Engineering Inc., in 2026, bringing the company’s total contract value for the year to $30,000,000. It is also the 12th Department of Defense contract awarded in Hawaii during 2026. This is the largest contract ever awarded to InSynergy Engineering Inc., surpassing the company’s previous record of $9,900,000, and it is notable within the Navy portfolio. Specifically, it falls between the 2026 Navy portfolio’s year-to-date minimum of $9,046,496 and maximum of $8,000,000,000. Overall, this award was announced among 6 Department of Defense contracts issued nationwide on August 3, 2026.
