— Three engineering joint ventures will share a $25 million Air Force contract to design and oversee construction projects across military sites in Arizona.

The firm-fixed-price, indefinite-delivery/indefinite-quantity award covers multidisciplinary architect-engineer services and drew 18 competing offers, according to war.gov.OEI-AECOM JV2 LLC of Dallas,Spur Nicklaus JV LLC of Tempe, Arizona, and Spees-Reid Middleton JV LLC of Kent, Washington, will compete for individual task orders under the shared ceiling, as announced on war.gov.

“These contracts provide mechanical, electrical, fire protection, civil, structural, and architectural engineering Title I and Title II services to support various locations in Arizona,” the Air Force said in the contract announcement.

The work spans Luke Air Force Base, Davis-Monthan Air Force Base, the Barry M. Goldwater Range, Gila Bend Auxiliary Airfield, Auxiliary 1 Site, Fort Tuthill, and other related facilities, according to war.gov. Performance locations will be set with each task order. The 56th Contracting Squadron at Luke Air Force Base serves as the contracting activity. Fiscal 2026 operations and maintenance funds of $7,500, or $2,500 per awardee, were obligated at the time of award.

Title I services cover design work, while Title II services cover construction oversight, meaning the winners stand to guide projects from drawing board through completion. The shared-ceiling structure spreads risk and reward across the three firms and lets the Air Force pick the strongest bid for each job. Local subcontractors, suppliers and construction crews in central and southern Arizona typically benefit when such task orders convert into physical projects.

The award marks the second contract of 2026 for OEI-AECOM JV2, lifting the venture’s total for the year to $74.9 million, according to war.gov. Its single-largest award on record stands at $49.9 million. For Spur Nicklaus JV and Spees-Reid Middleton JV, the deal is a first, establishing each venture’s initial benchmark in the Air Force portfolio.

The contract sits far below the top of this year’s Air Force spending, where the largest 2026 award reached $5.6 billion, according to war.gov. It ranks as the 62nd Defense Department contract recorded in Texas in 2026 and was one of 14 Pentagon contracts issued nationwide that day.

For the average reader, the deal rarely surfaces in daily life, yet it shapes the runways, hangars and utility systems that keep fighter training and border-area missions running in the Southwest. Steady engineering contracts also anchor payrolls at design and construction firms in three states.

Such shared architect-engineer contracts have happened before. The Air Force routinely bundles design and oversight work into multiple-award vehicles so several firms can compete task order by task order, a model used across installations nationwide to speed delivery and control cost.

The 56th Contracting Squadron at Luke Air Force Base will make the next decisions as it issues individual task orders. A date for the first task order has not been announced.

Military construction at Luke Air Force Base traces back to the buildup that shaped Arizona aviation. The base opened in 1941 and trained thousands of fighter pilots during World War II, and it later became a primary training hub for the F-16 and the F-35. Generations of engineering contracts have followed each new aircraft, and the newest awards continue a pattern that has kept the desert base operational for more than eight decades.

This contract represents the 2nd contract awarded to OEI-AECOM JV2 LLC, Dallas, Texas (FA4887-26-D-0004), in 2026, bringing the company’s total contract value for the year to $74,900,000. It is also the 62nd Department of Defense contract awarded in Texas during 2026. While this is not the largest contract ever awarded to OEI-AECOM JV2 LLC, Dallas, Texas (FA4887-26-D-0004), whose record stands at $49,900,000, it is notable within the Air Force portfolio. Specifically, it falls between the 2026 Air Force portfolio’s year-to-date minimum of $17 and maximum of $5,600,000,000. Overall, this award was announced among 14 Department of Defense contracts issued nationwide on August 3, 2026.
