WASHINGTON D.C. — Donald J. Trump said New York law enforcement agencies refused to honor nearly two-thirds of the immigration holds federal agents requested this year, citing figures he attributed to U.S. Immigration and Customs Enforcement, the federal agency that oversees interior immigration enforcement.
